*Group 1 - it will address the following issues:

-          The Family as the Institution with Primary Responsibility for the Protection, Upbringing and Integral Development of Children and Adolescents

-          The Doctrine of Integral Protection and Current Family Law.

-          Evolution of the Child’s Relationship with the Family.

-          Children’s Rights and their Relationship to the Different Types of Families.

-          Family Violence and its Impact on Child Development.

-          Promoting a Culture of Respect for Children’s Rights: The Roles of the Family, the State, Civil Society, and the Media.

** The XIX Pan American Child Congress is made up of four formal operative areas. 

  1. Master Conferences (six). There will be a senior-level speaker for each of the sub-themes of the Congress, who will address the Congress Plenary Session on the corresponding subject.
  2. The Plenary Sessions for the Official Delegates, where the member countries of the Inter-American System, through their delegates, will analyze and debate the central theme of the Pan American Child Congress, based on the Order of Business and Rules of Procedure approved by the Permanent Council of the Organization of American States.
    Using the Guide that has been distributed, each of the Official Delegates may make a presentation (Country Report) at the Preliminary Session of the XIX Pan American Child Congress, which will be the 79th Meeting of the Directing Council of the IIN
     
    that will take place on October 25 and 26, 2004.
  3. Working Groups. Each of the three working groups will meet on October 27 and 28 for one hour and forty-five minutes. There, they will present the work selected within the guidelines contained in the “Terms and Conditions for Presentations.” Each presenter will have ten minutes to make his or her presentation, which will be followed by a further ten minutes for debate. The presentations will be made in the order of priority determined by the Selection Committee.
  4. Institutional Presentations. On October 27 and 28, from 3:45 to 6:00 p.m., while the Plenary for the Delegates is being held, there will also be a session for presentations (multimedia, video, DVD, PowerPoint, etc.) on the subjects addressed by the Congress. These presentations must be submitted to the Congress coordinators. In order to guarantee their order, we recommend that they be submitted prior to the beginning of the Congress.

All material presented at the Congress, in each area, will be part of the Final Report of the XIX Pan American Child Congress, which will also contain the resolutions and declarations which result from the meeting.
