NINETEENTH PAN AMERICAN CHILD CONGRESS WILL OPEN ON 27 OCTOBER IN MEXICO
CITY The
Nineteenth Pan American Child Congress was convened by the Inter-American
Children’s Institute (IIN) –a specialized organization of the OAS–
in coordination with the National System for the Integral Family
Development (DIF) of the Mexican Government and will be held from 27
through 29 October in Mexico City. During
three days, 550 participants from the governmental, non governmental and
academic sectors of the 34 OAS Member states will meet at the headquarters
of the Secretariat for Foreign Affairs of the Mexican Government in order
to attend Keynote Addresses, participate in various Working Groups, accede
to essays, documents, and exhibitions specially prepared for this event,
and finally approve the relevant Resolutions and Final Declaration. This
year, the central theme of the Nineteenth Pan American Child Congress will
be: “THE FAMILY: BASIS FOR THE
INTEGRAL DEVELOPMENT OF CHILDREN AND ADOLESCENTS” and will be
addressed through six sub-themes: 1) The Family as the Institution
with Primary Responsibility for Protection, Upbringing, and Integral
Development of the Child. 2)
Evolution of the Child’s Relationship with the Family. 3)
Children’s Rights and their Relation to the Different Types of Families.
4)
The Doctrine of Integral Protection and Current Family Law. 5)
Family Violence and its Impact on Child Development. 6)
Promoting a Culture of Respect for Children’s Rights: The Roles of the
Family, the State, Civil Society, and the Media. Forty-two
unpublished works have already been submitted on the above sub-themes that
are currently being analyzed by the Congress Technical Committee and will
be the object of debates and presentations in the three Working Groups
that will meet throughout the event. Another
core element of the Congress consists of six Keynote Addresses
corresponding to the six scheduled sub-themes, which will be delivered at
the Plenary Sessions as an introduction to the Working Groups. In this
connection, the following well known international experts have already
confirmed their participation: Sub-theme
1: “The

Upbringing, and Integral Development of the Child.” *

Committee on the Rights of the Child. Sub-theme
2: “Evolution of the Child’s Relationship with the Family.” *
BERNARDO KLIKSBERG- Argentina- PhD in Economics and Management. Consultant
and Advisor to governments and international organizations. Sub-theme
3: “Children’s Rights and their Relation to the Different Types of
Families.” * DAVID CALDERÓN- Mexico- PhD in Philosophy and Social Sciences.
Professor at universities in Latin America and the United States. Sub-theme
4: “The Doctrine of Integral Protection and Current Family Law.” *
DANIEL O’ DONNELL- United States - Doctor of Law.
Consultant and Advisor to international organizations. Professor at
universities in Europe and the United States. Sub-theme
5: “Family Violence and its Impact on Child Development.” *
CECILIA PÉREZ DÍAZ- Chile- Social Assistant. Postgraduate in Family
Sociology. Minister of the National Women’s Service of the Chilean
Government. Sub-theme
6: “Promoting a Culture of Respect for Children’s Rights: The Roles of
the Family, the State, Civil Society, and the Media.” *
IRENE RIZZINI- Brazil- Master in Social Service.
PhD in Psychology. Researcher and consultant to international
organizations. Professor at universities in Latin America, the United
States, and Europe. The
Pan American Child Congress is convened every four years and may act, as
in this occasion, as an Inter-American Specialized Conference, as resolved by the OAS
General Assembly. The
Congresses become a political and technical benchmark,
not only due to the exchange of information, experience, and expertise,
but also to the possibility of addressing and analyzing the policies
implemented by the various governments of the Member countries, as well as
the progress and stagnation of child policies in the Americas. ORGANIZERS
